Just found out it was illegal touching by Sealy. Player did not report as a eligible receiver and he was the one who caught the TD pass. That is a loss of down penalty.

I'm still somewhat puzzled with that last sequence. Sealy scores TD on the 4th down but is called for illegal substitution. Officials then declare the game over. Shouldn't the penalty wipeout the TD but Sealy should get another shot at it on 4th down? Am I missing something here?
