Unfortunately, it's the kids who pay the price.

While I don't know what you are referring to PN-G about, I do know that PA was caught putting kids on teams without following drafting procedures. Everyone else must have followed the rules as far as the league is concerned; otherwise, they would have had sanctions against them.
