President Trump said FEMA failed North Carolina. He also said in the past, FEMA failed Louisiana and Texas. He stated that Governors of each State can deal with their disasters better than an outside entity. Money can then be sent directly to the State. But, what happens when you have bad and unreliable Governors like in California. There's no doubt that there will be strings attached to make sure they are actually using the money wisely.
