I can't remember if it's something I heard or something I read concerning this subject. But this is the premise: The Dims always fight for bigger foreign aid. Then once certain countries gets this aid, a portion of said aid is kicked back to the DNC. Legit campaign contribution or not, I haven't delved that far yet.
