We will have to pay all that money to state employees who will be overrun with responsibility? Economy of scale is a real thing. FEMA needs some retooling. My bet is the states would prefer to not have that responsibility. The governors won’t have the Federal Government to blame when their state by state policies mess disaster victims up.
