Perhaps. A year ago, district 10 swept the first round of the playoffs. I am certain that Anahuac has more in the stable than a few teams currently ranked in the top 25.
I suspect the rankings were generated prior to Barrier moving back. Maybe someone who has the new magazine can tell us if they have Barrier listed in Anahuac or Rusk. Anahuac is definitely worthy of being in the top 25.
Surprised Westwood is not in the top 25. They will not be losing to Teague and Diboll in the district. Especially now that the RB transferred from Palestine.
I am aware that that the RB moving in is a new development that transpired after the rankings were made. However, WW was the district favorite prior to the RB transferring in.
It is definitely a struggle. However, the single greatest problem with schools today is "parents relinquishing their kid's education to the schools". As aggravating as it is, I can appreciate a parent who attempts to put their kid in the best situation (even though most of them are "ill-informed").

High school and high school sports only exist for the benefit of kids. Parents are the sole authority for what is best for the kids. The kids will be out of school many more years than they were in school and the parent bears full responsibility for positioning their child for success in life. In the event that a parent perceives that a move is best for their child, the parent owes no one an explanation. Although it can be frustrating for the coaches and team impacted, it is an accepted paradigm of the industry.
I believe Anahuac would have been the favorite without the return of Barrier. Anahuac has a pretty good group coming through at the moment. WV should take a step back.
