Wasā¦. now retired but still teaching voluntarily at the police academy. Almost four decades gives a lot of experience. Mine was fairly active and crossed into several specialties. The chief of police of Arlington, TX during a promotional interview however, told me that if I did too much and it shows that I was not a good police officer. On the other hand the assistant chief of police from the Amarillo and in the same interview said that my experience and knowledge were great and gave me his highest score. š No subjectivity in that interview ā¦.. š¤£š¤£š¤£

There are so many federal agencies and agencies and departments within agencies that I could probably study it for a month and still not understand it all. If it can be done in three steps, the federal government will do it in 31 steps. Each of the dozens of federal law enforcement agencies have different responsibilities and are under different controlling department. Departments of Justice, Homeland Security, Treasury, blah blah blahā¦. Many of the agencies that existed for the first 20 years of my career changed for the last 18 years due to 9-11 and a massive government shakeup. That is why Department of Homeland Security (DHS) was created, in 2003. A federal agent is a federal agent just like in Texas a peace officer is a peace officer. It doesnāt matter whether city police, sheriff department, game warden, alcoholic beverage, college police, etc. , they are all Texas police officers. Butā¦. like federal agencies, they are created for a specific purpose. The federal special agents are all federal law enforcement. It is so long ago that I donāt remember but when I was doing child victim crimes about 25 years ago and before DHS, if I remember correctly some child exploitation was usually investigated by US Customer such as illicit child photographs. US Customs and INS were combined into ICE and under the supervision of the newly created DHS. So there is a chance that child photography cases went to DHS by way of ICE by way of Customs. So why did DHS raid a home? Because it was probably part of their investigation. Crimes also overlap like the DEA does drugs and the ATF does firearms so when a guy is selling drugs to fund illegal gun sales, who takes the lead, DEA or ATF? The prosecution doesnāt matter because that is all done by the US Attorneys Office. Itās no different than the Jefferson County DA takes all criminal cases (except Class C like traffic citations) from BPD, PAPD, TPWD game wardens, Sheriff Department, etc. The Feds raid houses just like the local police. There are just a lot more state licensed officers than federal agents. I wouldnāt read too much into a warrant served at a home done by one federal agency rather than another.

That is hardly a representative police group. Starting off with āLeadersā is the first clue. Leaders (chiefs and sometimes assistant or deputy chiefs) are many times chosen by political connections or beliefs. The larger the city, the more likely. They are under the direct control of a city manager or mayor. There are certainly outliers who are truly good police officers and an example is just retired Beaumont PD Chief Singletary. Singletary commanded swat teams and narcotics units later into his career. When he was almost a 40 year officer, he was still out there mixing it up with the young guys and backing them up. I remember probably 15 years ago when I was in command on the evening shift and speaking with the night shift commander. I was talking about the misallocation of manpower in reference to the volume of calls and effective police work. Boy did I get an education from the other commander who was junior to me by a few years. He said something like, āYou are correct but you are thinking about like a police officer and the product that we are putting out. The city council doesnāt care about the police response, only how much money it will cost if an officer has to work overtimeā. What a slap in the face but he was correct. I was thinking of helping people by cutting response times and they were looking at different ways to spend their money. Those sound like the āLeadersā. Yeah, out of almost a million law enforcement officers, dozensā¦. š¤£š¤£š¤£ Wow, that many? I looked at their website and you can sign up to help as āAcademicā or āNon Police Supporterā. Go figure. There is absolutely a place for communities to get involved and be on committees with the police department. One of the best programs that I have seen or have been involved with was a citizenās group that started completely on their own and later became involved with the police. They were awesome. Just donāt put them out as a national police group with any national influence.
