Correct. The school has to be willing to accept transfers. In the past it was very difficult to find a school that would accept transfers, especially if you were changing districts. However, now districts are more willing because of financial gain.

The state continues to encourage consolidations for financial reasons. I would presume that any consolidations in this area would have to come from the state level and I don’t see that happening anytime soon. Hypothetically speaking, if NISD and PNG were to consolidate the high schools probably wouldn’t. They could still have two high schools in one district.
