I believe a President per the constitution can nominate anyone they want. They can be done by the Senate or by recess appts.... Clinton, Reagan, Obama have done MANY.......Trump may do a handful and I approve. He won the electoral and popular vote.....he gets to do what Presidents do..... PS.
