I think it is what the establishment lets happen and not running off the trouble makers. I play in a band, so I'm at bars all the time. Dylan's, Madison's, Rikenjaks, Local's pub, walk on's....more than I care to list.....happens there....Another fun fact, is none of those places have a police presence except Dylan's and only after a certain time.
