That is something you need to take up with the superintendents, then....this is how they have decided to solve the problem....

The inequities of having a 3rd place district team running a 3:30 mile relay in one district and sitting at home while the district champion of another district ran a 4:04 and got lapped at regional is what led to it......now, the cream rises to the top and the Regional Meets are very competetive. 

This is 1A, AggiesAreWe....the top 4 from district advance to Area.  The top 4 from Area advance to Regional.....the top 2 from Regional advance to State with a wildcard thrown in for good measure.....
