Congrats to all these boys . But how does a kid make all regional but only get honorable mention in district?

2 ways,  He got picked by the district coaches for the district pick,  he may not have been the best player on his team for district,  and perhaps he played really well I'm the regional tournament, and different coaches pick the all region team.
