is 19 4a the toughest baseball district in SE Texas?!

They may very well be this year. But the playoffs are the time to prove it. Someone might could look it up, but i don't believe they've ever done better than a split with 20-4a. If wrong i apologize, but i'm close. Maybe this will be the year.

This is good question and one that should be debated.  In order to reach a conclusion, we need to decide on what makes a district 'tough'.  IMO, it is a combination of two things:
1) How many legit teams do you have in your district that are in a heated battle for a playoff spot? 
2) How successful are the teams from your district once they get in the playoffs?

And are we talking about in the last 5 years, 10 yrs, 20 years, etc.  I personally think the last 5-10 years is what should be looked at.

At the risk of not mentioning a tough district, I'll namea few that stand out:
18-4A, 19-4A, 20-4A and 24-4A
21-5A (might not seem as tough because you don't usually have 6 or more quality teams competing but that's just the nature of 5A)
21-3A & 22-3A (the top 2-3 schools in each are as good as most 4A & 5A schools)

My vote would be between the 4A districts mentioned.  I would rely on the recent playoff history of those 4A districts to decide on the Best/Toughest.  If I went with my heart, it would be 20-4A but the playoff history is what really matters.

Well I know BH and kp have had legitimate success over the years and are having great seasons. We're loaded with talent over at SC but lack maturity and leadership,and in my opinion Crosby has one of the best pitchers in the area in Davenport. The only thing that's certain in our district is that BH is going to win it. Everything else may go to the last week. Going to be fun in the playoffs. Looking forward to spanking 20 4a again..........this time in baseball. ;)

Don't go sleeping on our district. Ned has perhaps the best pitching in the area, and is senior lead. PNG has been hot of late. LCM is good. Vidor can pitch with almost any team. Going to be very interesting come playoffs.

In the mid to late 90's it was 20-4A was the toughest district in the region. No doubt!

I got this off 20-4A / 21-3A history on this site. 

From 2001 on 20-4A has not been as tough.  In 12 years 20-4A has been past the second round only 9 times (LCM 4, PNG 3, and Ned 2) out of forty playoff teams. I do not believe any teams in this district will advance to third round this year either and have seen all play.

That is compared to the 12 times (LCM 5, Ned 5, PNG 2) in six years prior to that out of sixteen playoff teams.

Seems like we have regressed in this area in recent years.
