So if team A 1st team scores 4 TD's on team B's 1st team (team B's 1st team does not score), but team B's 2nd team scores 5 TD's against team A's 2nd team (team A 2nd team does not score), with all this done in a "controlled, set amount of plays, no kicking game" scrimmage, it's deemed that team B "wins" the scrimmage?

Not all scrimmages are "controlled" and have a "set amount of plays". Vidor and WOS have had game like scrimmages for idk how long now. Everything is like a game except punts and kickoffs.

Controlled or live game situations don't matter, NO coach is going to play a scrimmage the way he will play a district game, personnel, schemes.. etc are night and day.

They should go out to play hard and pick up some experience.

The scrimmages are to find out who the starters are going to be, and even with the two scrimmages it may go several games into the regular season to get it right.  The scrimmages are not games, they are glorified practices that offer the coaches a chance to see who really stands out.  Come Friday night at West Orange Neumann will have the kids going in and out of the lineup continuosly, something that they would'nt do in a real game. There will no strategy or game plan...how could their be this is not a game. But it will be fun watching and getting an idea of the team that will take the field in a few weeks for real.

Your starters run a certain number of plays and your backups will also. Sometimes Coaches decide to go game style for a certain amount of time or snaps. Anytime you face an opponent or a different team, there is a winner. It's completion, practice is against your own players. When the Coaches and players start thinking or feeling like there is not a winner, the competitive spirit is broken.
