The article states that it is the responsibility of the FDA to regulate youth access to tobacco (strangely, they were given this power in 2009)...sorry, that will never work. It is the store owner/manager and/or the clerk working in the store that is responsible for making sure minors don't get tobacco products...it is, by the way, against the law. The fed gov is not the answer to everything even though I'm sure many would disagree. Quote

Yes I do, or be fined and/or go to jail...selling tobacco to minors was illegal before 2009. My point is fed gov regulations are not the answer...you obviously (surprise, surprise) disagree. Quote
