"You're" not stating it correctly either.  You have to sit out a year (without an NCAA exception) if you transfer within the FBS.  The issue is that MOST schools will not release you to transfer within their conference.  (Although KK did that with his QB Webb who is now at OU.  I maintain he didn't care because he knew he would never get meaningful snaps at OU.)

The NCAA was never going to grant a waiver because the kid got kicked out of school for drugs and beating his GF. They deny a lot of waivers that are actually pretty legitimate.

1000% agree. They deny a ton they should actually grant. This request was absurd. Surely OU didn't expect it to be granted? I am assuming it was a situation where they figured "what do we have to lose by asking?"
