According to other site, if completely built it will connect Ft. Hood with Fort Polk, Camp Beauregard, Fort Benning, Robins, and Fort Gordon. Building this would make more sense to go through San Angelo and end at I-20 instead of I-10. That would connect Goodfellow as well, with Camp Bowie being 25 miles off the interstate and Dyess being 70 miles away.

But before building this can the state allocate enough money to finish I-35 and I-45 in South Houston. Adding projects with those that have been in progress for 15-20 years makes no sense.
