I haven't crunched the numbers, so they may not be any better off in 10, but it just appears that way. Quote

Reason being is that I would speculate that the UIL works from the periphery of the state first, then inwards when aligning districts. So, SETX District 12 might fill up first, then Trinity and CS would work into other districts, like Stepps 10 and 13. Just my guess, nothing more. . Quote
