The EPA is a prime example of many Govt. agencies.  Unfortunately, due to no regulations (or very little) there was to much pollution.  A big problem.  Congress created the EPA to set things right.  For many years they got bigger & did their job.  Regulations were enacted and everything got better.  At this point, if owned by a business, they'd been scale down to a small unit to ensure things stayed that way, but not a Govt agency.  They all want to expand & thus show how "needed" they are.  So they "invent problems" and create more Regulations to show how important they are.  This has gotten so bad, they're infringing on the rights of the citizens.  And now we have A big problem.
