Well, the general answer is that district numbers are a lot more sacred to local fans than the UIL.

Specifically, in 4A, DII, Region III there was a quite a bit of a shakeup.  All of the teams of former district 10-4A-II left the division completely, either (higher as HISD teams moved to DI) or lower (La Marque moved to 3A, DI).  to even things out, the UIL moved Connally, Fairfield, Lorena, Mexia, Salado and Robinson into Region III and put them into a district.

Since the UIL wants to have the district playoff teams play the district closest to them (hence the term bi-district), they have to play with the district numbers to have that happen so that teams like WO-S and Liberty would not have to travel as for their first round playoff.  Had they just given this new district the old 10-4A-II district designation, those two teams, located in Region III's eastern most district would have had to play the teams in the western most district.
