The pension investment return assumptions were way out of line.  This began when they overpromised retirement benefits and then were forced to take excessive risk with the "hope" that the risky investments would pay off.  Over extended periods, that rarely, if ever, works.

Just a quick question.   The group that set this up, did they become Obama's financial advisors?
