kind of, but it's still a town of 2000 people.  They're not going to get move-ins to play there, and if so, it certainly won't be like it is in dallas.  In dallas, if you aren't getting PT at one school, these kids can just go "stay with family" and all of a sudden they're playing for a new school, and it may literally be a move of a couple of miles, if they even move at all.

I can't think of any small towns that have multiple public high schools.  Bigger cities do, but there's generally an obvious geographical need for them.  It's not practical for a city the size of Beaumont to have one school, but at the same time it's not practical for a city the size of dallas to have an abundance of 3A and 4A schools a few miles apart from each other.  it would take some common sense to figure it all out, but I'm sure something could be worked out.
