If they can hack and make it look like the Russians, and then they want to blame the Russians for hacking, who really hacked? And analogy would be if there was a violent crime, and there was a guy the Cops had wanted to charge, Joe, but never could. Then Joe's fingerprints showed up at the crime scene. Later it's found the Cops had a way of placing someone's fingerprints on evidence. Be very difficult to get a guilty verdict. Quote
