Not surprising that they can do this.  Great that they can.  But does lead to speculation.  If they can hack and make it look like the Russians, and then they want to blame the Russians for hacking, who really hacked?

And analogy would be if there was a violent crime, and there was a guy the Cops had wanted to charge, Joe, but never could.  Then Joe's fingerprints showed up at the crime scene.  Later it's found the Cops had a way of placing someone's fingerprints on evidence.  Be very difficult to get a guilty verdict.
