As long as there are apartment complexes and rent houses, it's impossible to keep a kid from moving from 1 school district into another with their parents. And the only proof you need is bases on a "he said/she said" type reason. Got a new job, found a better place of residence, got evicted, WHATEVER the reason. You can't stop it. The only possibile way to stop it is to make students sit a year no matter what the reason. But that will never happen. Quote

Georgia is having them set out half of the season. It's a start, but I doubt Tx will do anything. Quote
