It's impossible to stop.  As long as there are apartment complexes and rent houses, it's impossible to keep a kid from moving from 1 school district into another with their parents.  And the only proof you need is bases on a "he said/she said" type reason.  Got a new job, found a better place of residence, got evicted, WHATEVER the reason.  You can't stop it.  The only possibile way to stop it is to make students sit a year no matter what the reason.  But that will never happen.

You're probably right.  It's virtually impossible to control it.  Georgia is having them set out half of the season.  It's a start, but I doubt Tx will do anything.
