Absolutely.  And if this was an option all over the country, just think of the savings that would snowball down the road.  Thorobreds that don't win (losers) don't stand at stud.  Many of these guys are losers, so improve the gene pool, and save on welfare, food stamps, and medical down the road.  Just thinking outside the cell, err, I mean box.
