Might as well cancel football all together.  I could see more states following suit 

 

High school football players in New Jersey will be limited to 15 minutes of full-contact practice each week under new rules that state officials called the toughest in the country.

I had an exwife who believed in the same thing as NJ

Per the NY Times article, Ivy League schools do not allow any full contact work in practices and PAC-12 limits it to 90 minutes a week.
