I believe the 1331 that was Pre Hurricane Harvey but I could be wrong.

The count was done after Harvey. They released the cutoff numbers in fall 2017, and the count was the following spring, I think. I’m 100% sure on when the cutoff numbers were released, though, unless it was a cutoff for something different.
