Read an article some years back that students in military schools out performed public schools, despite those same demographic challenges (Have no idea if that’s still true).  The reason given was that there was more discipline in the military schools.  Teacher there has a problem child - calls soldiers CO or First Sgt - who calls in soldier and tells him to take care of it, or else.
