It just makes for a scheduling nightmare for the tournament director.

I have seen this happen a few times lately. Team A doesn't want to play Team B because they are in same district or likely to play each other in playoffs.

Then I would suggest that Team A coach call Team B coach before the season and ask what tourneys he is playing. Then make your schedule.
