Yeah, but.....

 They rules that the Eighth Amendment applies but then ruled that the $63 parking fine was not excessive. So the guy won but he lost. They did rule that the additional approximate  $120 for late fees was excessive but didn’t say how much. Perhaps $100 total fine and late fees would be acceptable instead of $181  

 So the ruling was... the city has to go by the 8A!!! ... but they did on the fine.   

 I guess if they try to charge $200 for a parking meter violation, the federal court may overturn it.
