No doubt.  That said, choosing to live by the plants and suing over air quality is like moving to the beach and trying to sue someone over sunburns.

Once again, giving away free stuff to make people feel better, not address the "ROOT CAUSE".

The EPA controls the type and amount of gases released by the plants. When 300 monitors start beeping after a refinery flares gases, who are they going to call and what will be done to correct it.  These plants employ thousands of people  and make millions of dollars each day. The fine these companies receive is like you or I loosing $5 from our wallets.

It's a feel good band-aid and will not address the problems, especially when most of the news report was about "mold" from after the flooding...
