Bowser is a vocal supporter of the Black Lives Matter movement, which has pushed for defunding the police in favor of community policing and funding social justice organizations.

They can want to hire a million, but sad fact is the majority of agencies are having trouble finding qualified applicants.  The amount being hired is struggling to keep up with the amount retiring.
