It left china went over Alaska and then towards Montana.  Trust me, they knew!  But, JoeBama is not going to bite the hand that feeds him.  Remember -- 10% goes to the "big guy"!

A 120' wide balloon floating in the breeze in eye view could be easily spotted and shot down......but was it spotted and tracked or was in so primitive and slow, it went unnoticed?  That makes more sense than us watching it complete its mission before being shot down......

I really don't understand the use of a balloon that's as big as three buses to spy on anyone...That just seems like it would be rather noticeable :D

Balloons are way cheaper to deploy.

Way closer to the earth; therefore better imagery.

 Better maneuverability and can potentially hover over an area or choose a specific path. Not bound by orbit. 
 

I’m not an expert, but those are the reasons to come to mind.

US officials told the New York Times they had been tracking the balloon since it lifted off from Hainan in late January. CNN previously reported that the US began tracking the balloon long before it entered the airspace of Alaska.
