It left china went over Alaska and then towards Montana.  Trust me, they knew!  But, JoeBama is not going to bite the hand that feeds him.  Remember -- 10% goes to the "big guy"!

Balloons are way cheaper to deploy.

Way closer to the earth; therefore better imagery.

 Better maneuverability and can potentially hover over an area or choose a specific path. Not bound by orbit. 
 

I’m not an expert, but those are the reasons to come to mind.

US officials told the New York Times they had been tracking the balloon since it lifted off from Hainan in late January. CNN previously reported that the US began tracking the balloon long before it entered the airspace of Alaska.
