Maybe. Although it seems pretty clear the filming was planned by Bishop to most of us he can make a good technical argument that he or his coaching staff didn't record anything. He will probably claim he wasn't aware the guy was recording also although he was sitting right next to him. Never know. Seems easy for some folks to find loop holes around UIL rules so I wouldn't be surprised

The plausible deniability defense might work a little better if he wasn’t sitting next to him

Your right. Common sense is not always applied in these formal situations though. Sometimes folks just get too technical and strictly go by what's written in the rule book.

gonna be tough to explain how he didn't notice while several people several rows away did.  the video of him videoing isn't going to help his case, either.  it's impossible to sit next to someone for an hour with them videoing every play and pretend you never noticed.

Picking up on signs isn't the issue. Stealing signs during a game is fine or even from traded game film, that's why teams cover their play callers on the sidelines. The issue appears to be that they

1. Moved their game without notifying the DEC. Moving games usually comes with a stipulation that you can't go scout other teams in your district that week. My understanding is this might be a per district policy.

2. Attending and recording the game/signals. Which is against UIL rules.

The didn’t move the game, it has been scheduled since the start of the season.

Does it seem weird to anyone else that a non football coach, the Assistant Technoligy Director, went to the game with the head coach?  I would want to know if they rode together to the game, or just met up by coincidence. It is certainly normal for coaches to attend games during open weeks or if an opponent is playing on a different date..Seems like when that happens though, the staff, or at least some of the assistant coaches, would ride with the head coach as a group. Just seems odd
