My branch was one of the banks picked to enter the loan application and if approved, could issue the check. There were strict rules, and I've helped a few who missed emails and were in default. The email had to be re-sent to a active email account and they had to produce documents of how it was spent or they would have to start paying it back. You could have paid your loan back that you voluntarily agreed to, businesses that were shut down had no choice, so I have no problem with government taking care of a problem it created.
