So in this case it would have been a warning if called a flop. Quote

Saw this called an offensive foul in a college game this past weekend. Personally, I’d like to see more of that. Here my best guess is there was little if any contact because the point of contact would have been in a very “sensitive” area and would have garnered a reaction from the defender. Therefore, a no call along with a flop warning seems most appropriate. But when the shooter does initiate contact from kicking one of his legs out in an attempt to draw a foul, I wish an offensive foul was called more.
