He stated that Governors of each State can deal with their disasters better than an outside entity. Money can then be sent directly to the State. But, what happens when you have bad and unreliable Governors like in California. There's no doubt that there will be strings attached to make sure they are actually using the money wisely. I don’t see why sending money directly to the states and bypassing all the red tape would be a bad thing. There are lots of federal programs that could be eliminated and allow the states to handle it, this is one of them. There is no need for the federal government to be the middleman in everything.
