I would think Galena Park and CE King. You might could just get one of those two.

I could see adding New Caney and Porter to that 18-4A district.

A few Years ago Silsbee, Buna, Kirbyville, and Jasper had to go through Cleveland to get to Shepherd and Coldspring.

Dayton and Crosby are the creme of the crop in that 19 and adding Humble and for all intensive purposes Livingston it becomes fantastic in the 18 version (with Dayton/ Crosby). Plus I would bet you KP and SC are not going to go without competing. Lets breed real competition!!! That 19-4A is a pud district and you all know it, even with Dayton and Crosby, its just it has them to look half decent (save for GCM) !
