The answer to your post NO! as a whole 21-4A is weaker than 22-4A but not the worst in the state. Dayton is about to show 22-4A just how Weak teams from this district are

From what I've seen it doesn't really matter which District s better because come round 2 of the playoffs everyone gets smoked 8)
