Education Funding

I'm asking here among colleagues because this could affect us all.  
Heard a rumor from a friend that the Federal Government has a bill out there that if passes, it would take over total funding of Education in Texas.

This would NOT be a good thing.  

Has anyone else heard this and can you shed some light on this?

There's a very simple way out of this.

According to the 2010 Texas Fact Book (link posted below) Texas allots about $75 Billion to education annually. Relatively speaking, $800 Million is a drop in the bucket.

Now, currently, the state has a $2 Billion deficit, but Governor Perry issued an order for all departments to cut 5% of their budget. That's a grand total of $9.1 Billion in savings, which puts us in a $7.1 Billion surplus by year's end.

If Governor Perry was smart, he would take $800 Million from that surplus and throw it into education. Texas schools would still open as scheduled, Congress would look like the bad guy, and our state officials would come out smelling like a rose.
