I personally think it's because our ATM machines don't require selecting a language before spitting out cash.  ;D

Se habla espanol--is the passive tense, meaning "spanish is spoken here", or "we speak spanish"...

?Tu hablas? (or ?usted habla?) means "do you speak"

If you want to ask a friend how to say "do you speak spanish" (which is what I think GCM Pats is trying to do), you could just say "¿Hablas español?"                               
                              ...But don't quote me on that, I'm just trying to help...
