If BC and HF tie

Since BC swept HF in district would that give BC the #1 seed over them or would they still have to play or flip for #1 seed? Not sure what the district rule is on this

I am pretty sure 21-3A uses head to head therefore BC would be #1 seed. They would still be Co-District champs.
