So public schools will now have to compete with the possibly that a 3A/4A private school outside of Austin, San Antonio, or Dallas that can recruit while the public schools can't?

I don't think it will really effect 4A if I understand this correctly, but I believe it could impact 3A.

Do I understand this right?

Not sure of all private school policies, but Dallas Jesuit competes in UIL 5A and has an enrollment of @ 1000...boys must enter Jesuit in the 9th grade if they plan to attend. Any "recruiting" must begin with 7th and 8th graders.  Nobody transfers in as an upperclassman.
