With the exception of Longview, all metro area schools of DFW (most in Texas) Houson, San Antonio & Austin.  Don't think for a very long time you will see any different in Texas.  Thats where the overwheming majority of the money is now in Texas and that is where the great programs will be.

Is it really money though? I understand that larger district obviously have more money but it also takes a lot more money to run larger districts and then they have a lot more students/athletes to choose from.

I think money indirectly does have a lot to do with it.

In as much as a school with 3,000 students spends a lot more than a school with 800 students.
