Not a dumb question at all.  That decimal has been the origin of many jokes.  My understanding is that the number is really a formula in which people actually enrolled is but one factor.

I was told the .5 comes from a student transferring in or out of the school during the year. Making him there only half the year so they report half a student.

.5 is for 1/2 day students...if there is a odd number of them you will have a 5., an even number of them and it will be a whole number.
