are there no shootouts in this district, or is that a new rule change or something?  every tie game i ever played in district was decided by a shootout, and i've seen other games this season decided the same way...

That is up to the district committee. Some districts take ties as one point as compared to 3 for a win. Some vote on shootouts and give that type of victory 2 pts, others give shootouts a full 3. Shootouts aren't a gurantee until playoffs start and that is only after an overtime period of I believe 2 ten minute halves--maybe 15.
