The UIL leaves it to each district committee to determine their own tiebreaker so theoretically, it could be different from district to district.  Fortunately, most use the same set of tie breakers so there is not so much difference.  Most go by head to head records and if that doesn't settle the tie, the "positive point" tie breaker (the one that uses the point diffential in games amongst the tied teams) with a 21 point cap on the margin of victory.

Seriously now, I never heard of this, but it sounds interesting. Mostly the 21 point cap, so if a team is still gunning after 21 point gap then they are just not playing "sportsmanly"?

I think it is more to eliminate an excuse for "gunning."  That way the coach doesn't have the "well I had to keep throwing bombs because of the potential tiebreaker.

Although, it is there, the point cap doesn't come into play that frequently as with a positive points tiebreaker you usually have at least 3 pretty evenly matched teams who have identical district records.  Blowouts amongst those teams don't happen real often.
