Outsider looking in, however, have experience with the player elegibility proof issue.

1)  Did either team play with an ineligible player?  If that is the case, then the team with the ineligible player forfeits regardless of any "gentleman's agreement" between coaches at the start of the game.  In any level of the sport, there is a prohibition with regard to players being ineligible.

2)  Was the "rule violation" a clerical one?  (Didn't have documents at the start of the game, etc.)  If this is the case, then the game can proceed, provided the documents are provided in the specified time, if the coaches agree to the game being played. 

A lot of folks are all about the rules, which is not necessarily a bad thing.  However, there comes a time when you look at it in a sense of degrees.  Physical violations, like intentional tackling in a flag game, spearing, and using prohibited equipment to hurt or intimidate an opponent are unbendable.  Also unbendable is using a kid that does not live within the boundaries, a kid too old or too big, etc.  These are player safety issues.  Clerical rules that are for proof have to be followed with regard to accuracy and veracity of players...you can't lie about the kid playing.  Forgetting the documents?  If this was a professional who got paid to do nothing but remember documents, then, yeah...rake him or her over the coals.  But volunteers?  Come on...if you want perfection, participate more than lip flapping on the sidelines.  God knows a lot of coaches would love to be in your spot for a season or two, and just watch their kid play ball.

As to the equal application of the rules...again, is one area getting hammered for clerical violations, and one isn't?  Or is one area getting hammered for more serious violations, and this is just a chance to grouse indignant?
