Cleveland loses, Huffman Loses, and Liberty wins over Tarkington -- Huffman is in, based on head to head.

Shepherd loses, Huffman Loses and Liberty wins -- Huffman in, based on points.

Shepherd loses, Huffman loses, and Liberty Loses -- Shepherd is in, based on head to head with Huffman.

I believe these are all the scenarios.  Pretty much Huffman needs to beat Splendora, and the winner of Shepherd/Cleveland should get in.
