If he is a bench warmer at a school that wins fewer games than HJ does, why would one conclude that said bench warmer would be a starter at HJ?

This may shock you but this is a budget issue as opposed to an athlete issue.  Permitting students to transfer here may actually preserve some jobs that otherwise would have to have been eliminated.  Better think twice about how much you give out in that Kings Ranch Package.

actually it is nothing different than what many schools in this area are doing....more students equals more money from the state....all uil rules still apply to transfer students
